What does this PR do?

This is the final fix for #33125 , which just updates the dependency on elastic-agent-libs. The full fix is here: elastic/elastic-agent-libs#83

Why is it important?

This fixes a panic that happened when the output was reloaded under the V2 controller.

Fix errors for non-synth capable instances (elastic#33310)

Fixes elastic#32694 by making sure we use the lightweight wrapper code always when monitors cannot be initialized.

This also fixes an unrelated bug, where errors attached to non-summary events would not be indexed.

add pid awareness to file locking (elastic#33169)
