+1 to remove the retry in local content plugin. |

I think it probably makes more sense to handle the backoff and retry at a higher level as well. I wouldn't categorize it as a deadlock, but looks like unnecessary lock contention. We definitely don't want to keep the metadata lock open that long for any case. |

why not just remove the for-loop here? The opt is not visible to end-user and by default it's not retry, right?

Did you mean directly remove the option, and no retry here?
I don't know if anyone will use the local.Store directly.... so I left a option here ...

Remove the loop and option makes more sense. I don't see this as something that would be configurable. Just need to figure out where the correct place to retry is in the higher level logic. What we have may be enough already.
