This PR modernizes Go build constraints by removing deprecated // +build directives in favor of the newer //go:build syntax. Go 1.17+ introduced //go:build as the preferred way to specify build constraints, making the legacy // +build comments redundant.

As of Go 1.18,
// +buildtags are deprecated in favour of more flexible//go:buildtags. I just usedgo fix ./..., as of Go official docs, to fix the issues. We had both tags, so we're fine with just removing the old-style tags.
