When the user opts into the noop `NgZone`, they usually still interact with the static methods on the non-noop class. This change adds a check to handle the case where zone.js hasn't been loaded. Fixes angular#44784.

I was a little bit on the fence on how to handle this. I believe that this correct in terms of the mental model, but it will cause NgZone.assertInAngularZone to throw when the noop zone is enabled. We have one such assertion in the ApplicationRef constructor, although it only fires as a result of onStable emitting a value which won't happen with a noop zone. In theory it could happen if somebody emitted to our EventEmitter, but that is an anti-pattern.

@crisbeto could you please add a test that would reproduce the problem? That'd help us to avoid regressions in the future.

Adding a test for this is tricky, because it depends on zone.js not being included at all and I believe that all our unit tests include it automatically. Technically I can do |
