What?

related #74267

The Page Break lacks a block wrapper, so adding an HTML anchor won't assign an ID.
Therefore, anchor support is disabled.

Testing Instructions

  1. Open a post or page.
  2. Insert a Page Break block.
  3. It is understood that anchors cannot be set.

Nice catch!

Since anchor support for dynamic blocks is supported for the first time in 7.0, let's backport this PR.
