Thanks so much for working on this, the benefits of this work are huge. In this case, I feel like I'm seeing a little improvement:

Good catch, I think this PR might have a bigger impact on the FSE context where there's more nesting.
This is looking good to me but I do wonder whether we should bake a deep equality check for the layout prop inside the useInnerBlocksProps hook to avoid having to duplicate that fix in all blocks and also for third-party block authors.
Regardless, this is good to go

That might be a good follow up. I wonder if a custom eslint rule would work to catch it earlier without the costs of performing deep equality checks. I think I spotted a few more easy performance wins in the react profiler, so I'll ping folks when the PR is up. |

For performance reasons React does not make deep equality checks. One area that continues to cause trouble is passing a new array, object or Components even when data doesn’t change. This PR updates passing of __experimentalLayout to a memo'd object so re-renders are not triggered when layout data doesn't change.
This removes one of the top reasons for BlockList to rerender. This isn't a silver bullet but should help performance in the site and post editor.
