Context

This PR updates BpkButtonV2 to style type="link" and type="linkOnDark" buttons consistently with BpkLink, adding proper underline decoration and supporting the implicit prop for hover-based underlines.

Key Changes

Added implicit prop to control underline visibility (underlines only on hover when true)
Wrapped link button content in a span with underline styling classes
Added new SCSS mixins for disabled link button states
