Closes #4570

Changes proposed in this pull request:

Add a new privacy configuration page
Add a customized extension list location
Add a cache on the retrieved extension list

How to test the feature manually:

Configure the privacy settings properly (Github URL and cache).
Go to the extension page.
Validate that a new extension file is cached.
Modified the cached file.
Validate that the content displayed in the extension page contains the modification.

Additional information can be found in the documentation.

There is a new privacy page to handle all configuration related to privacy. At the moment, only privacy related to extensions can be configured.

The new settings allow to change the location of the extension list file and to choose if the selected file is cached for a day or retrieved for each request.

What is your idea behind that you can configure the extension page URL?

There is the list in the page. It allows to select the current URL by typing into the text box.
I was thinking providing other locations for that file, for instance directly on freshrss website.
It allows users to host their own list.

If this is to much, I can adjust a few things.

I have another thought:
Does it make sense to keep the extension list in the app?
Would a list in the documentation center have the same impact? It would reduce the code and would be a better privacy inside the FreshRSS app

Could be the extension list itself an extension?
If the "Extension list" extension is enabled => show the extension list. If disabled: do now show the list.
This extension could be shipped as core extension.
