ElsterFormular

ElsterFormular was the official, free desktop application provided by the German Federal and State Tax Administration (Steuerverwaltung des Bundes und der Länder) for preparing and electronically submitting tax returns in Germany. Aimed at both individuals and businesses, it offered form-based data entry aligned with official tax forms, built-in plausibility checks to reduce errors, secure certificate-based transmission to tax offices, and options to print or submit returns directly. It supported a range of filings, including personal income tax, VAT, and wage tax, ran primarily on Windows, and was available in German.

Status: ElsterFormular has been discontinued. Development ended in 2020, with the 2019 tax year being the last fully supported for personal income tax returns. Users are now directed to Mein ELSTER, the web-based successor for modern electronic tax filing in Germany.

ElsterFormular is developed by Steuerverwaltung des Bundes und der Lnder and is used by 198 users of Software Informer. The names of program executable files are pica.exe, elfostarter.exe, pica pfx.exe, integritaetspruefer.exe and installationsverwaltung.exe.
