    @wesnichols this is exactly what happened in the 2018 Woolsey Malibu fire that I lived through. Edison cut the power, which caused the pumps on PCH to stop working. Thus there was no pressure at the hydrants and no way to pump adequate water from PCH up into the neighborhoods.
