    To be clear, the Bay Area stopped building the housing needed starting in the 1970s. We intentionally created a housing shortage. In order to fix this problem, building more market rate housing is necessary.

    Zoning still matters. But if a housing project follows all of SF’s rules, it’s automatically approved.
