    Incredible assessment from a former perm sec who has always been a staunch defender of Home Office. (Of course here is is criticising policy not the organisation but still)
    On Rwanda, former Home Office Permanent Secretary Sir David Normington tells me: "Let's assume it is going happen and the govt is serious about it. My assessment: well, first of all it's inhumane, it's morally reprehensible, it's probably unlawful and it may well be unworkable."

    This fact came in handy one year when a previous Treasury Solicitor was faced with a Christmas payroll headache (from our lunch with @sirpauljenkins bit.ly/2DkVdTf)
    In my first year as Treasury solicitor, just before Christmas, someone came to me and said, “Bad news Paul, we can’t pay the staff”.We only had money in the bank if the clients paid their bills and they’d closed down their payment systems for Christmas.The good news is the Treasury solicitor owns the Bank of England. So, I phoned up my bank and said: “Hello, it’s your owner here. Can I have an overdraft?”.
