One of the ways we know that Russia did not actually see NATO as a threat is that there are no fortifications, field supply depots, and other visible preparations along any Russian border with a NATO country. Not even when British tanks were deployed to the Baltics.

Beijing is about as neutral as the United States was in 1940-1941.
