Yes. It's quite illegal. When I worked in a federal public defender office, I saw folks prosecuted for that. And I saw some of them go to federal prison for it.

This has been 50 yrs in the works. In hindsight, we shd have pushed back harder when Reagan et al. started convincing blue collar folks (whose parents understood that govt won 2 world wars, beat the Depression & created Soc Security) that govt was a distant, monolithic "other."
