This plugin allows a site administrator to easily display announcements on his website by using a shortcode in page or post content.
Announcements are created by creating a new post of the ‘Announcement’ custom post type. Set the post date to a time in the future. That’s when the announcement will expire and not show up any more.
Use the built in options to change the look and feel of the ticker. Change the background colour, text colour, height, even the number of characters shown!

Where do I put the text for my announcements? I don’t see an option on the back end for this.

It shows up as a custom post type on the backend. So you should see a new top level menu for you to create announcements.
