I think we can merge 62971 and 64730.
There is a new error -- s3tests_boto3/functional/test_s3.py::test_encryption_sse_c_enforced_with_bucket_policy
that occurred in https://qa-proxy.ceph.com/teuthology/anuchaithra-2025-10-07_06:17:09-rgw-wip-anrao3-testing-2025-10-06-1143-distro-default-smithi/8538323/teuthology.log .
If any PR is responsible it's likely 62787. So could we re-run just that one without the other two?
