The RV COAD recognizes and supports the right of each partner organization and affiliate committee or group to make autonomous decisions affecting their organization with due consideration of roles, responsibilities and expectations worked out through RV COAD participation.
The RV COAD provides a forum to address community readiness, training and exercise to better and more effectively respond and recover from emergencies.
RV COAD is led by a Steering Committee with Chair, Vice Chair and Secretary elected by Partner Organizations and Individuals of the Steering Committee. Interim committee officers are elected by the committee for vacancies between regularly scheduled elections.
Operations are carried out by work groups. Each is led by a Chair approved by the Steering Committee. Workgroups are: Partner & Volunteer, Donations & Logistics, Health & Equity Support, Operations & Mass Care, and Planning & Readiness.
Quarterly General Meetings are hybrid – both in-person and virtual.
The Steering Committee meets monthly.

RV COAD was formed in 2006 by Paul Robinson, Phillip Yeats of ACCESS, Inc., and Jan Sanderson Taylor of United Way of Jackson County, during the tenure of Jackson County Emergency Manager, Mike Curry. Paul brought valuable experience from RiverNet, which was formed in response to the Ashland New Year’s Flood of 1997. This group coordinated efforts to distribute funds from charitable organizations, primarily faith-based, to assist survivors who suffered property loss or damage. Requests were reviewed by the RiverNet Unmet Needs Committee, and funds were allocated accordingly.
As RV COAD continued to work with Jackson County through Mike Curry, the need to strengthen and unify community organizations for efficient disaster response was recognized.
In 2017, a major initiative was undertaken to enhance RV COAD. Initial activation plans were developed by Glenda Owens, Dave Dotterrer, and Jan Sanderson Taylor. A website was created for the Rogue Valley through Recovers.org, enabling a coordinated response to the Labor Day fires in 2020.
This fiscal year, RV COAD became a program of the Jackson County Community Long Term Recovery Group (JCC LTRG). The work of this transition is underway.
