Caretaker note: I'm disabling PullApprove here, because the only remaining approval is for a trivial testing change in service-worker and these changes are starting to become blocking internally.

@crisbeto Looks like after a different PR got merged, this now has yarn.lock conflicts. Can you resolve and I'll merge?
