ITPN Work Programme

The ITPN is supporting the latest thought leadership in the transition plan space to the public sector in unlocking the full value of transition planning.

This year, the ITPN is focussing on five areas:

1 Demonstrating Transition Plans as a Tool to Mobilise Transition Finance

Transition plans are an essential tool for aligning investment with climate goals. ITPN collects and shares evidence on how robust transition plans can help companies deploy and attract capital, manage climate risks, and stay competitive in a changing economy.

Are you a financial institution or a real economy actor? We are seeking concrete examples of how transition planning is supporting your efforts to access capital or your ability to deploy capital, manage risk, and achieve your own climate goals. To contribute, please email us.

2 Strengthening the Link Between Transition Plans and Climate Policy

Private sector transition plans depend on transparent and credible national policy signals. ITPN supports dialogue between public and private actors to explore how national climate policies and approaches, such as NDCs, NAPs, pathways and sector strategies, can inform private sector transition plans and financial institutions’ assessments. We are also examining  where private sector transition information is being used to shape public policy.

3 Widening the Use of Transition Plans to Inform Different Policy and Regulatory Decisions

The wealth of information in transition plans can support the goals of governments, financial regulators and supervisors by providing insight into how companies are preparing for the transition. ITPN explores how transition plans are being used to inform public sector decisions and how they can contribute to public lending, investment and policymaking without creating additional reporting requirements.

4 Embedding Adaptation and Resilience into Transition Plans

Building resilience is as critical as cutting emissions. ITPN promotes the integration of adaptation into transition plans, supporting a global understanding of how businesses can plan for climate risks and help finance resilience. This work ensures transition plans serve as a tool for sustainable investment and long-term value creation.

5 Learning & Exchange Series

ITPN’s Learning & Exchange Series provides a confidential, expert‑led space for public sector officials to deepen their understanding of transition planning, explore emerging thinking, and learn from peers and experts across the global community.

It is only open to officials from government ministries, regulators, supervisors or wider agencies. Officials do not need to have participated in any ITPN meetings to join these sessions.

Each session focuses on a key topic shaping the transition planning landscape – from regulatory coordination to market capability, SME engagement, or how transition planning intersects with insurance. Expert speakers from civil society, academia and the private sector share insights from their latest research and practice, followed by an interactive discussion where participants can ask questions and share experiences under the Chatham House Rule.

To support participation across time zones, each session runs twice on the same day, offering flexibility for participants to join at a time that works best for them.

The Learning & Exchange Series forms a core part of ITPN’s mission to strengthen capability, alignment, and confidence across the transition planning ecosystem.

The Series is open to public sector officials only (e.g. ministries, regulators, supervisors, wider agencies). Please do not register if you are not a public sector worker.
