Infrastructure Pathways was originally developed by the Resilience Shift, a pioneering research programme funded by the Lloyd’s Register Foundation and concluded in 2022, and delivered by Arup. The first version of this resource was launched at COP26 in Glasgow.
Infrastructure Pathways 2.0, the first major update since its launch, was released in November 2025 at COP30. Infrastructure Pathways is now led by the International Coalition for Sustainable Infrastructure (ICSI) and its ongoing development is supported by knowledge partners.
