Centering Communities Through Community Impact
Connecting Californians to resources where they live and learn
Community colleges are the hearts and hubs of communities across our state, places where learning, services, and opportunity come together.
When communities thrive, students and families thrive. Building on that role, FoundationCCC partners with colleges and public agencies to connect Californians to essential resources—from clean-transportation assistance to public benefits—through on-campus services and our statewide Community Impact Call Center.
By making these programs easy to find and use for students, families, and small businesses, we strengthen community resilience and expand pathways to stability and opportunity.

Strengthening Community Resilience and Access to Resources
Through programs focused on local needs and in partnership with state agencies, we help Californians access public benefits and support. These community-driven efforts advance the goals of Vision 2030 by fostering equity, economic mobility, and a stronger, more resilient California.
This year, our Community Impact Call Center, operated by agents statewide, ensured individuals received timely information and support to access state-provided benefits and services.
By connecting Californians to essential programs and resources, the Community Impact Call Center is helping families access critical financial relief, educational opportunities, and social services, building more resilient communities and improving quality of life for those most in need.

Replace Your Ride Program
Expanding Clean Mobility Statewide
Building on the success of Replace Your Ride in Southern California, we expanded clean transportation and air quality programs to reach communities previously less served by clean vehicle programs. California’s Clean Cars 4 All program now serves residents in rural and tribal communities.
Rural and tribal communities often face practical hurdles to accessing clean transportation, including limited dealer access, longer travel distances, and fewer public transit options.
Through our partnership with the Community Housing Development Corporation and the California Air Resources Board, we help address these challenges by providing comprehensive support, including application assistance, dealer partnerships, and financial resources tailored to local needs.
"I've never had a newer car in my entire life. Being in a lower demographic as far as income, it's really hard to get something that's new."
Replace Your Ride Program
The program provided Rosalind with affordable access to a clean air vehicle, transforming not just her daily commute but her family's quality of life.
Now she can reliably get to the grocery store, help her niece and mom, and manage everyday responsibilities without the constant worry of her car breaking down. The long-term durability of electric and hybrid vehicles means she can even pass this car down to her daughter, creating a generational impact and breaking the cycle of transportation insecurity.
This work exemplifies how climate solutions can simultaneously advance economic mobility. By making clean air vehicles accessible to lower-income families, the program removes a significant financial barrier—the cost of newer, more reliable transportation. Rosalind’s car provides her with dependable mobility, opening doors to employment, education, and family care.
The Driving Clean Assistance Program (DCAP)
DCAP aligns with the State of California's equity-centered electric vehicle adoption goals, improves air quality, and reduces greenhouse gas emissions.
By scaling statewide, we’re helping transform California’s approach to climate action and economic mobility.
DCAP replaces individual vehicles while also building infrastructure and partnerships that make clean transportation accessible regardless of zip code or income level.
Our model demonstrates how strategic program design, combined with on-the-ground support, can bridge the gap between state climate goals and community needs.
