After discussing with Evan and Anthony, we believe it can be integrated into the Vite core to facilitate its promotion to the community and to collect feedback. In the first phase, we will initially try to integrate it as an external dependency and observe the usage and feedback of users. If it runs well and the impact on Vite Core is acceptable, we will then attempt to integrate it as an internal dependency.

I think the primary concern for me is the install size of the devtools if it's too large, otherwise I think it makes sense to make it built-in. As a start though (about this PR), could @vitejs/devtools be made an optional peer dep that gets automatically enabled if it's installed?

Yes, the installation size will be one of the important indicators for evaluating whether to integrate devtools.

About installing auto-enabling devtools, I tried it at the beginning of the PR (see: cd7d4aa), but I found that it would break the unit tests of the Vite repo (of course, this can be solved), so I guess it might cause some users' project CI issues as well, so I'm not too sure about this, WDYT?

I assumed that the devtools is mostly transparent and doesn't affect the dev server behavior much that it should be harmless to enable, but if it does change the behavior somewhat (eg is it slowing down the server startup?), then I think it makes sense to keep it opt-in via option like this PR then.

devtools is currently only available at build time, and it will start a web server to host the devtools app after the vite build is completed (I haven't investigated it closely, but I think it might be because this causes the process not to exit?). I think this behavior is still somewhat inconsistent with the current situation, so I suggest not to start it automatically first.
