This PR adds a hidden `resolve_tsconfig` function for vitejs/vite#21577. This will improve the consistency. This function is only used in the deprecated `transformWithEsbuild` function, which will be removed in the next major version of Vite. We can remove this function once that is removed.

Use the functions exposed from Rolldown to improve consistency and reduce the duplicate logic on Rolldown & Vite.
