What does this PR try to resolve?
This is a follow up to #16561 (comment)
How to test and review this PR?
This does not intend to be perfect, just a step.
In particular, we need to decide the exact behavior of these lints in several scenarios
package.readme, it can only redundant in one location, is it worth linting when inheriting?package.homepage, should we be applying a workspace lint? Technically, there can be odd combinations where the current implementation wouldn't fire but it would.
