## Summary
Upgrade oxc dependencies from `0.131.0` to `0.132.0`.
- npm packages: `@oxc-project/runtime`, `@oxc-project/types`, `oxc-minify`, `oxc-parser`, `oxc-transform`
- Rust crates: `oxc`, `oxc_allocator`, `oxc_ecmascript`, `oxc_napi`, `oxc_str`, `oxc_minify_napi`, `oxc_parser_napi`, `oxc_transform_napi`, `oxc_traverse`
- `oxc_resolver` / `oxc_resolver_napi` stay at `11.19.1` (already the latest)
## Changes
No source-level breaking changes. `cargo check` and `cargo clippy` pass. This PR only contains version bumps, regenerated code, and snapshot updates triggered by improved minifier behavior.

## Notable behavior changes from oxc 0.132.0
The newer minifier / optimizer produces the following output changes. All of them are improvements, and the corresponding snapshots have been updated:
- Optional-chain elimination when the LHS is non-nullish:
- `1?.y.z` becomes `1 .y.z` (`esbuild/default/define_optional_chain_panic_issue3551`)
- `{ value: "used" }?.something?.foo` becomes `{ value: "used" }.something?.foo` (`tree_shaking/optional_chainning_namespace_2`)
- Cross-module constant string folding:
- `prefix + "foo"` becomes `"prefix:foo"` (HMR `issue_5149` / `issue_5150`, JSX expression tests)
- Logical fallback inlined when the LHS is a known non-nullish constant:
- `foo ?? window.settings?.authURL` becomes `"foo"` (`rolldown/issues/rolldown_vite_446`)
- Dead `import()` rewritten to a synthetic `Promise` for empty modules:
- `import("./lib.js")` becomes `Promise.resolve().then(() => Object.freeze({ __proto__: null }))` (`rolldown/issues/6881_2`)
- New IIFE pattern for const-enum namespace re-exports (`esbuild/default/this_with_es6_syntax`)
