For some reason, `Angle#to_dms` and `Angle#to_hms` required an argument. This wasn't very convenient and didn't really make sense as the DMS format requires degrees (available from the `Angle` object) and the HMS format requires hours (also available). Now, `#to_dms` and `#to_hms` don't have an argument in their signature anymore. This was also the opportunity allow `Angle#str`, `Dms#format` and `Hms.format` to accept a `precision` argument so that formatting angles doesn't always have to include 4 digits precision for arcseconds.
