Why are these changes needed?

Adding this for consistency. Eventually we will deprecate this param everywhere.

Related issue number

This pull request adds the parallelism parameter to the read_snowflake function for consistency with other data reading APIs. The implementation correctly passes this parameter to the underlying read_sql function and updates the docstring to mark it as deprecated. While the code change is correct, it's missing unit tests to validate the new parameter's behavior, especially its interaction with override_num_blocks.
