…h#9267) Summary: Breaking this out of pytorch#8338 Use a local version of `np.rot90` with an `axes` argument, since we don't have NumPy 1.12.0 in all of the test environments. Caffe2 conda2-ubuntu16.04, for example, fails. Use a local version of
