Are there people using PyTorch with OpenBLAS? Because OpenBLAS doesn't change the number of threads using |

I guess we need to define BLAS_IS_OPEN and then use the corresponding openblas prototype. I'll do that in a follow-up PR |

once this is covered, using
torch.set_num_threads(x)will consistently work without needing environment variables.
