….oxc` code action (#21785)

The code action `source.fixAll.oxc` remove overlapping edits in #19793, the new code action did not align with it. It could happen that 2 text edits with an overlapping range would be produced. My VS Code will ignore the complete `WorkspaceEdit` if this occurs.
