Summary
Reverts #86720 / merge commit f322732.
Why
#86720 was merged before ClawSweeper completed its requested re-review. The re-review command later reported a failed targeted run, and the original ClawSweeper review comment remained at the placeholder "review started" state. This backs out the behavior change so the iMessage group media fix can be reworked/re-reviewed cleanly.
This reopens the underlying #83365 behavior gap for follow-up.
