Summary

Cron-triggered agent runs can start async work, such as shell execs or ACP child streams, and then rely on heartbeat wakeups to observe the completion event. Those cron runs use ephemeral session keys like agent:<id>:cron:<job>:run:<run-id>, but the heartbeat drains the durable agent queue (agent:<id>:main) or the global queue for global-scope agents. When completion events stay keyed to the ephemeral cron-run session, the agent can miss the event and fail to wake even though the background process finished.

This patch routes cron-run completion events to the queue the heartbeat actually drains:

per-sender scope: remap cron-run event keys to agent:<id>:main
global scope: remap cron-run event keys to global
still wake the originating agent for global-scope setups by preserving agentId

The affected enqueue paths are bash exec completion, ACP parent stream relays, gateway node-event routing, and the CLI watchdog. The patch also tightens exec-completion event classification so ordinary cron text does not accidentally match.

This PR is the clean replacement for #50818: same current fix, rebased onto current main, with a single commit and a standalone description.

Real behavior proof

Behavior or issue addressed: Cron-run exec completion events should not be stranded under an ephemeral cron-run session key. After this patch, per-sender agents enqueue and wake the durable agent main queue, while global-scope agents enqueue to the global queue and still wake the originating agent.
Real environment tested: Local OpenClaw checkout on PR head 98846dcc1ff4203c962fbcbcd65755765b0c8cd5, running the runtime routing module through Node with tsx.

Observed result after fix: A cron-run event key resolves to the queue the heartbeat drains: agent:qa:main for per-sender scope and global for global scope. The global-scope wake options preserve agentId: "qa" so the originating agent heartbeat is still targeted.
What was not tested: I did not attach a screenshot or run a full external provider cron schedule in this PR body proof; the local runtime proof is supplemented by the focused regression tests listed below.

Exec completion events enqueued from cron-run or channel-specific session keys can be missed by the heartbeat runner when it drains the agent's durable session queue. Propagate session config through exec, ACP, gateway, and CLI watchdog paths, then remap cron-run event keys to the correct main/global queue before enqueueing. Preserve global-scope heartbeat behavior while still waking the originating agent, tighten exec-completion event matching, and cover the routing paths with focused regression tests.
