When packages have no dependencies, we were failing to parse the META file correctly. This led to a problem where the library name was incorrectly equated with the archive name. Fixes ocaml#1351

Could be nice to catch only the relevant exception, but I would say that is good enough.
I guess a "fix" entry to the changelog is worth it.
