Yeah, that fixes the Windows CI issue. Experimental has been kicked off multiple times and is failing for Jenkins reasons, not this change. |

@icecrime @jfrazelle (Think this should work...) Turns off dockerhubpullsuite on WIndows (introduced in #16039) which is causing Windows CI to currently fail. eg #15992
