What does this implement/fix?
There appears to have been a change at some point with how Github renders badge links in rst files.
On main, in the table of badges and links, there are now trailing underscores rendered, and clicking on the badges no longer directs to the desired link, but instead to the image file.
This PR updates the approach for setting the links for the badges, using the :target: operative, which updates the links to direct to the badges and makes the badges work as previously.
