Same as #124 - want to run CI before merge into dev

This seems to be the only implementation of a RequestBuilder which doesn't have its corresponding interface?
Add `IBaseRequestBuilder` interface to `BaseRequestBuilder` class.
Changed the base so that we can run CI into dev branch
