prereleases need to use pinned version only otherwise it will resolve in version that customers/us might not expect.

This PR reverts Persona's release to stable and moves it back to beta. There's no need to move the exports to unstable since they are already exported in unstable.
Note: the version is
9.1.0-beta.0since the first stable version of Persona will start in9.1.0.Related Issue(s)
