This PR adds a link to an external plugin.

The full end-to-end functionality was tested manually on Ubuntu 20 with a help of oracleinanutshell/oracle-xe-11g docker image, python3 and Oracle Instant Client for Linux x86-64 version 21.3.0.0.0.
