samples/snippets/pom.xml is not declaring namespace #1200
Description
While developing a tool to run the unit tests of this repository (https://github.com/GoogleCloudPlatform/cloud-opensource-java/pull/1982/files), I found the samples/snippets/pom.xml is not declaring namespace. The tool fails to find "project" element under namespace "http://maven.apache.org/POM/4.0.0" in the XML file.
