Unmarks Linux_android_emu_vulkan_stable android_engine_vulkan_tests as bringup.

This was originally not bringup, but an upgrade was attempted which renamed the target, and also added bringup

then it was reverted, which renamed the target back. Because that counts as another re name, and a new target must be bringup, the bringup label was not able to be reverted

And it wasn't removed since. But as this represents the stable shard, and was long not marked bringup (and is currently passing) we should bring it back up.

then it was reverted, which renamed the target back. Because that counts
as another re name, and a new target must be bringup, the bringup label
was not able to be reverted

flutter@27d070b

And it wasn't removed since. But as this represents the stable shard,
and was long not marked bringup (and is currently passing) we should
bring it back up.
