Code Review
This pull request correctly refactors error reporting on the web to use console.error() instead of console.log. This is achieved by introducing a platform-specific ErrorToConsoleDumper using conditional imports, which is a solid approach. The related test utilities have also been updated to accommodate this change. My review includes a couple of suggestions to improve code consistency and adherence to the style guide.

This pull request executed golden file tests, but it has not been updated in a while (20+ days). Should nothing in foundation be using debugPrint now? If so ideally we could have a lint for that, otherwise maybe just document it somewhere.
