Copies the Flutter/FlutterMacOS.xcframework from the engine cache to FlutterPluginRegistrant/[Debug/Release/Profile]/Frameworks. It then creates a Swift package at FlutterPluginRegistrant/[Debug/Release/Profile]/Packages/FlutterFramework, which declares a binary target to the xcframework using a relative path ../../Frameworks/Flutter.xcframework.

Fixes #181208.
