This PR does three things:

  • Removes generated symlink to the Flutter.xcframework for SwiftPM
  • Refactors auto-migrator for adding FlutterFramework as a local package to be exclusive to plugin example apps
  • Refactors adding FlutterGeneratedPluginSwiftPackage and plugin as a local package to be optional and will not cause build to fail if that's the only thing being migrated

@stuartmorgan-g I had to tweak this a little bit and add back the FlutterFramework local override for the example plugin due to the plugin also being a local override, which messes up the relative paths

Remove FlutterFramework app migration (flutter#182100)

This PR does three things:
* Removes generated symlink to the Flutter.xcframework for SwiftPM
* Refactors auto-migrator for adding FlutterFramework as a local package
to be exclusive to plugin example apps
* Refactors adding FlutterGeneratedPluginSwiftPackage and plugin as a
local package to be optional and will not cause build to fail if that's
the only thing being migrated
