This pull request adds support for outputting the Dart Tooling Daemon (DTD) URI for Flutter web applications. It modifies ResidentWebRunner to include the dtdUri in the DebugConnectionInfo when a debug connection is established. The tests are updated to mock the dtdUri on the FakeDebugConnection and to verify that it is correctly propagated.
