Code Review
This pull request updates the CI configuration for the Windows plugin_test_android_standard test. By removing the bringup: true flag, the test is promoted from a 'bring up' state to a fully active state. This means it will now run as part of presubmit checks and its failures in postsubmit will block the tree.
