This pull request reapplies a change to make the WebServerDevice debuggable using a DWDS WebSocket connection, which is a significant improvement for web development workflows. The changes include adding necessary Chrome dependencies to CI, updating devicelab tests to use the new WebSocket connection for performance measurements, and refactoring the ResidentWebRunner to support this new debugging mode.
