BuildWebCommand was accessing the value of target directly from the argument parser rather than using the targetFile getter defined on FlutterCommand which handles file paths provided in the positional argument list.

`BuildWebCommand` was accessing the value of `target` directly from the
argument parser rather than using the `targetFile` getter defined on
`FlutterCommand` which handles file paths provided in the positional
argument list.

Fixes flutter#136830.
