Summary

This PR disables the priority queue in the controller-runtime configuration to address the silent reconciliation failures observed in clusters with large resource counts after upgrading to version 2.0.1.

Changes

New helper function: Introduced BuildControllerOptions(concurrent int) in pkg/controllers/common/common.go that constructs controller options with UsePriorityQueue explicitly disabled (ptr.To(false)), alongside the configured concurrency level and custom rate limiter.
Centralized configuration: Refactored multiple controller setup calls across cmd/controller/certcontroller.go and cmd/controller/root.go to use the new BuildControllerOptions helper instead of inline controller options construction.
Impact: The priority queue, which misbehaves at scale and causes reconciliation to silently stall, is now disabled across all controllers, falling back to FIFO queue behavior.
