[Tests] Add test cases for partially withdrawable validator scenarios
Add new process pending deposits test
Add fulu fork tests
Add two block tests with withdrawal and execution request
Add a new consolidation test & two new pending deposit tests
Remove outdated specs from readme
Also, use `$(nproc)` instead of a hard-coded 16 cores.
