Tested and still works as expected. I noticed a small problem with the reason mapping because the wording of the error messages changed, but I'm going to open a separate issue for this.

Summary
Part of #83910
Switches over to use the new Elasticsearch client. Also as a bonus I removed some deprecated usage of the licensing plugin and removed it with the new APIs.
This PR should not introduce any functional change.
